Per TB- “DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of Brookland Park Blvd and Richmond Henrico Turnpike does not meet the MUTCD traffic requirements for an all-way stop.”
