Description

Pedestrian hazard on Woodlawn between Patterson Ave and Grove Ave. There are no stops signs or traffic signals. drivers use it as a cut-through from Grove to Patterson Speed humps were added on Westmoreland but Woodlawn has blocks lacking sidewalks. Children and parents of all ages are in the street, on bikes, with strollers and dogs, some talking on cell phones and people in cars are rushing to work. This stretch of Woodlawn is an accident waiting to happen to school children and others.

    Speed tables The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Woodlawn Ave between Grove Ave and Patterson Ave measured 22mph. The last eight full years of reported crashes from DMV (1.1.16 – 12.31.23) did not show any reported pedestrian crashes. The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned. All-way stop intersections PW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a weekday to meet the requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both traffic conditions must be met for the major and minor streets to meet the MUTCD requirement. This means at a minimum the major street must have at least 2400 vehicles per day and the minor street must have at least 1600 vehicles a day. - None of the intersections with Woodlawn Ave between Grove Ave and Patterson Ave met the traffic volume requirements of the MUTCD for all-way stops.
