Description
There is a rectangular hole in the pavement on West 31st Street immediately south of the intersection with Springhill Avenue that is in the west travel lane. This cut is large enough to cause damage to car tires or wheels, and needs to be filled. The hole appears to have been created to provide access to a utility cutoff valve.
