STREET LIGHT POWER LINE IS UNDER THE HANGING LIMB THAT IS BROKEN BUT STILL ATTACHED TO THE TREE. LIMB IS HANGING DOWN BUT CANNOT BE PULLED DOWN DUE TO BEING STILL ATTACHED TO THE TREE
