    The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of Midlothian Turnpike and 27th St does not meet the traffic requirements for an all-way stop.
