This situation was previously reported and response from the City of Richmond was the VA State Hwy Dept. has responsibility for this area. I contacted the VA Hwy. Dept. and this location is not in their area of responsibility, and should be reported to the City of Richmond.

    I doubled checked with the city signal shop. The signalized intersection of Huguenot Rd and Forest Hill is maintained by VDOT.
