Description
Residential neighborhood, with frequent speeding. No available sidewalks and many children in the neighborhood. several incidents of near pedestrian struck. Residents have tried augmenting signage to no effect. Vehicles blow through stop sign at Hanover and Pepper and pick up speed after they turn. Would request traffic calming devices along Hanover Ave from intersection with Pepper Ave. to intersection with Wesley Rd. as well as multiple devices on Pepper between Patterson and Three Chopt.

- Staff · May 9, 2024An eight-year search of the DMV crash data base (1.1.2016 – 12.31.23) did not show any reported crashes on Hanover Ave between Pepper St and Three Chopt Rd. Google Street view shows several 25mph signs and other warning signs along Hanover St. DPW will field review and make sure there is good coverage of regulatory and warning signs. DPW will also collect speed samples on Hanover Ave to determine if a traffic calming measure such as a speed table is needed. All speed samples are outsourced so it may be a couple of months before we receive the data.
- Staff · October 16, 2024The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on Hanover Ave follow: - Between Pepper Ave and Chantecler Ave = 17mph - Between Chantecler Ave and Honaker Ave = 16mph - Between Honaker Ave and Ripley Ave = 15mph The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned on Hanover Ave.
