Description

7:45-8:15 am and 3:10-6:00 pm Monday through Friday excessive speeding occurs on our street. It is a danger to everyone who lives here including over 30 children who live on this street. We need speed bumps desperately on our block. Every single resident on this street is in agreement that we need them to prevent a catastrophe. (The same can be said for Pepper Ave and Wesley Rd.) Please make sure that the speed test occurs during the school year (Aug 28th - May 31st) as the regular speeding parties are mostly University of Richmond students and the private school parents coming from Pepper Avenue. Every single resident on the Hanover block off of Pepper will happily sign a petition or request for speed humps since we are all affected by it on a daily basis.

    An eight-year search of the DMV crash data base (1.1.2016 – 12.31.23) did not show any reported crashes on Hanover Ave between Pepper St and Three Chopt Rd. Google Street view shows several 25mph signs and other warning signs along Hanover St. DPW will field review and make sure there is good coverage of regulatory and warning signs. DPW will also collect speed samples on Hanover Ave to determine if a traffic calming measure such as a speed table is needed. All speed samples are outsourced so it may be a couple of months before we receive the data.

    The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on Hanover Ave follow: - Between Pepper Ave and Chantecler Ave = 17mph - Between Chantecler Ave and Honaker Ave = 16mph - Between Honaker Ave and Ripley Ave = 15mph The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned on Hanover Ave.
