- Staff · April 3, 2024The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Venable St and 22nd St does not meet the traffic requirements for an all-way stop. Furthermore, the MUTCD states in Section 2B.06 “Yield or stop signs shall not be used for speed control.”
