The focused approach on speed management in the City’s Neighborhood Traffic Management Program first considers the distance of a free flow street of at least 1200’ in length in a tangent section (straight section) without traffic signals, existing traffic calming measures or stopped conditions on the major street. Pepper Ave traffic between Three Chopt Rd and Patterson Ave must stop at Wesley Rd and at Hanover Ave. The longest section without a stopped condition is between Hanover Ave and Patterson Ave at around 990’ or less than the 1200’ minimum length for installing a speed table. We will plan to add a 25mph sign for northbound Pepper past Hanover Ave.
