    The posted speed on Libbie Ave between Grove Ave and Patterson Ave is appropriate. Traffic calming is not planned since Libbie has a functional classification of Urban Minor Arterial and a strategic route for emergency vehicles. Libbie also carries about 9400 vehicles a day.
