- Staff · November 3, 2023The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of 21st St and Franklin St does not currently meet the traffic volume requirements for an all-way stop. No parking signs are installed on 21st St on all legs at Franklin St to enhance intersection sight distance. Also, an overhead hazard identification beacon is present to give warning on all approaches.
