The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Clay St and Bowe St was studied earlier this year and it does not meet the traffic volume requirements for an all-way stop. A speed table is planned on Clay between Goshen and Hancock.
