Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to pubic travel. The intersection of Cumberland and Laurel does not meet the conditions set forth in the MUTCD for a traffic control signal but has an all-way stop requiring all drivers to stop before proceeding through the intersection.
