The tree is dropping branches and appears to be dying in some spots. The citizen has placed several request that say completed. She states no one has come out to perform maintenance on the tree. Please assist

Citizen is calling in again for tree maintenance and the limb has since fallen which is now pushed above the curb/sidewalk. Caller is handicap and the tree is hindering her parking near the curb.
