Description
Traffic moves so quickly and constantly that anyone trying to move onto dock street from 22nd street are unable to do so safely for an extended period of time, depending on time of day, upwards to 10-15 minutes. This causes traffic to build up behind anyone waiting on 22nd street to turn onto dock street as well.
