The Department must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing a traffic control signal. Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to pubic travel. This intersection of Franklin St and Birch St does not meet the conditions set forth in the MUTCD for a traffic control signal. Google street view shows a marked crosswalk on Franklin St at Birch St.
