Description
There is a risk of running over people because drivers are speeding and there is no speed limit and no pedestrian signals crossing the street. Attached is a photograph of the type of signals needed to cross safely on both sides of the sidewalks.

Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to pubic travel. This intersection of Franklin St and Birch St does not meet the conditions set forth in the MUTCD for a traffic control signal. Google street view shows a marked crosswalk on Franklin St at Birch St.
