- Staff · March 18, 2024A map shows a Stafford and Grayland intersecting both north and south of the Downtown Expressway. I assume you are speaking to the intersection south of the Downtown Expressway. DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. All-way stops are not currently planned since the Grayland Ave and Stafford Ave intersection does not meet the MUTCD traffic volume requirements.
