- Staff · March 2, 2023on-permitted stuff keeps ending up in several recycling carts here; doesn't get picked up, overflows and makes alley a target for accumulation. Based on the volume of material, I strongly suspect that businesses are using these cans. Proximity of businesses, and location of cans near street also makes this likely.
