The Department must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing a traffic control signal. Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to public travel. This intersection of 25th St and Clay St does not meet the conditions set forth in the MUTCD for a traffic control signal. The crash period from 1.1.20 to 12.31.22 showed five reported crashes. Per year reports were: two in 2020, two in 2021 and one in 2022. No parking signs are installed on 25th St on all legs at Clay St to enhance intersection sight distance. No further actions are planned at this time.
