Description

There are several cubic yards of mulch, blocking the sidewalk and handicap ramp. Twice I have seen our residences in wheelchairs get to that ramp, and have to turn around and go back to Semmes to cross 24th St. safely. And crossing anything at semmes Avenue is never safe. I can’t tell if the ramp is damaged or not because it’s been covered by mulch for over a month or more. But it was not caused by an accident either. It was intentional by a resident, or the city.
