Description

**SECOND REPORT** There has been excessive standing water for months now, and the City of Richmond has done nothing. It is now completely frozen over and a major slip and fall hazard this winter. When someone inevitably falls and injures or kills themselves, should the lawsuit and medical bills be directed at the City or the homeowner?
