    The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersectionof N 25th St and O St does not meet the traffic volume conditions set forth in the MUTCD for an all-way stop.
