    The Manual on Uniform Traffic Control Devices (MUTCD) must be used to determine all-way stops needs. This is a federal publication used for all streets open to public travel. The intersection of MargateDr & Garfield Road does not meet the traffic requirements of the MUTCD all-way stop warrants.
