    o ordinance violations observed. Grass is tall at 1915 Belt, however. This seems to be what the complaint was talking about (referring to tall grass "nearby"). It is overgrown on entire lot, not so much along the public ROW. Referred to PMCE. RVA 311 request # PDR14690
