Description
Since the recycling company stopped collecting cans with unrecyclable materials in them, these recycling cans have become overfull and are overflowing into the alley and causing litter to accumulate around the entire block. I suspect that it's a business throwing away recyclables in unrecyclable plastic bags because none of the small residential homes on this block are going to produce that level of recycling every week.
