DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to allstreets open to pubic travel. The intersection of Bainbridge St and 13th St does not meet the traffic conditions set forth in the MUTCD for an all-way stop. No parking signs exist on Bainbridge at 13th St to enhance intersection sight distance. TheFire Marshall does not support additional speed tables since Bainbridge is a strategic emergency route for fire and emergency vehicles.
