- Staff · September 23, 2022The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersectionof Stockton and 15th does not meet the conditions set forth in the MUTCD for an all-way stop. A speed table was installed earlier this year on Stockton between Lipscomb St and 14th St.
