The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stopsmust meet the warrants in the MUTCD. The intersection of Bainbridge and 15th does not meet the conditions set forth in the MUTCD for an all-way stop. No parking signs were installed on Bainbridge on the corners to improve intersection sight distance.
