Description
There is a large very old tree in front of my home, 2603 Third Avenue. When I purchased the property earlier this year, the home inspector said that the tree belongs to the City of Richmond and that I cannot perform any maintenance on the tree without obtaining permission of the City. I have since been told by a different vendor that, because of its location, the tree belongs to me and I can prune or remove the tree at will.
