Description
Decatur Street needs an all way stop at 13th Street because turning onto Decatur Street from 13th Street is a low/no visibility interaction. The rise in elevation on Decatur Street between 14th and 12th Streets causes parked cars to completely obscure oncoming traffic to drivers approaching the intersection from 13th Street.
