Description

The trash can for 717 Chimborazo has taken up permanent residence in the area between the sidewalk and the street. It is there 7 days a week, 24 hours a day. While this may appear harmless, passersby drop loose trash in and next to the can. This loose trash gets blown up and down the street all week long. Don't get me started on the pigeons and other pests this attracts as well. Is Richmond Code § 23-44 still in effect?
