    Crosswalks alone are not sufficient for Broad St at Maywill St given an average daily traffic of 21,000 vehicles a day. Traffic must be controlled with a full traffic or pedestrian signal to create gaps for people to safely cross. A signal at this intersection is not in the Capital Improvement budget.
