    DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to allstreets open to pubic travel. We have reviewed this intersection and it does not have the volume requirements to meet the MUTCD requirements for all-way stops.
