Description

Multiple people have complained to the landlord of the apartments at 4602 Grove, but NOTHING CHANGES. One tenant who puts garbage wherever -- besides the can, in the recycle bin, etc., so of course it doesn't get picked up. It is a health hazard. This has been going on for months. Can you fine the landlord? Make him come pick it up himself? Neighbors are at wits' end. Attached photos were taken right after the trash was collected this morning, and as you can see, it's still a huge mess. Help!
