Description

I'm writing to complain about an ongoing problem in the alley behind 4602 Grove. Apartment residents are not using the trash/recycling bins appropriately. They leave bags by the trash can that get torn open. There are ALWAYS used baby diapers and other garbage littering the alley. It's disgusting! The landlord has been notified and has not rectified the problem.
