    The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing a pedestrian signal. Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to pubic travel. Leigh and Kenney does not meet the conditions set forth in the MUTCD for a pedestrian signal. There has not been any reported pedestrian crashes in the last seven year period. The intersection has crosswalks on each leg.
