he Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federalpublication that applies to all streets open to pubic travel. The intersection of Decatur and 3rd St does not meet the conditions set forth in the MUTCD for an all-way stop. The appropriate number of No Parking signs are installed at the intersectionto improve intersection sight distance.
