    The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing a traffic signal or an all-way stop. Warrants in the MUTCD Manual on Uniform Traffic Control Devices must be met. This is a federal publication that applies to all streets open to pubic travel. The intersection at 1082 German School Rd does not meet the MUTCD conditions for a traffic signal.
