Description
Moss Side Avenue, between Ladies Mile Road and Laburnum Avenue, suffers from excessive speeding at all hours. People driving from east of the city line use Henrico Boulevard as a cut-through to go west, north, and south on Moss Side Avenue. People driving east and west on Laburnum Avenue use it as an "expressway" for points south. For same reason, 3-way stop at intersection of Moss Side Avenue and Culpepper Street.
