Description

A stop sign is desperately needed on Grove Avenue at the intersection of Shields. Not only do cars speed through this intersection, but there is a busy restaurant and market which create additional foot traffic and car traffic where a stop sign is absolutely needed. I live on the 2100 block of Grove Avenue and have to cross this street every day. It's become such a problem that I have started working on a petition to obtain signatures from all residents of the 2100 and 2200 blocks of Grove.

The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices before installing an all-way stop. All all-way stops must meet the warrants in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal publication that applies to all streets open to pubic travel. The MUTCD conditions are mainly about a combination of traffic on the free flow street and thestopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a week day to meet therequirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both of these traffic conditions must be met. This intersection does not have the volume conditions for an all-way stop. All-way stops exist on Grove at Strawberry and at Rowland. Given Shields is inbetween these two all-way stops there should adequate gaps in traffic for pedestrians to safely cross Grove at Shields. A seven year crash history revealed no reported pedestrian crashes at Grove and Shields.
