Description
There are two fountains in Libby Hill park, one on East Franklin and the other on Libby Terrace. There is gray paint and black spray paint graffiti on the circular concrete wall surrounding the fountain in the park that is on East Franklin. There is gray paint and green spray paint on the concrete ground around the fountain in park that fronts on Libby Terrace.
