Description

Called before..was referred to the citations office...Neighbor has created a graveled speed bump in the alley that is causing water to build up and puddle in the alley creating a breeding area of mosquitos. Caller states the alley was just redone a few weeks ago. Citizen has applied their own gravel (left of the pic) to create the speed bump/drainage issue
