The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federalpublication that applies to all streets open to pubic travel. The intersection of Cleveland St and Cutshaw Ave does not meet the conditions set forth in the MUTCD for an all-way stop.
