    The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices before installing an all-way stop. All all-way stops must meet the warrants in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal publication that applies to all streets open to pubic travel. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a week day to meet the requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both of these traffic conditions must be met. This intersection does not have the volume conditions for an all-way stop.
