The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices before installing an all-way stop. All all-way stops must meet the warrants in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal publication that applies to all streets open to pubic travel. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a week day to meet the requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both of these traffic conditions must be met. The latest seven years of crashes at the intersection of Belmont and Parkwood revealed one reported crash in November 2020 where the motorist disregarded the stop sign. This intersection does not have the volume conditions for an all-way stop.
