Description
Caller reporting dead/dying tree located on neighbor's property that has ongoing issues with branches blocking the sidewalk & dropping limbs onto the public right-of-way. Caller has reported previous safety concerns with branches dropping into neighboring yards & nearly hitting pedestrians as well, states neighbor is unwilling to maintain tree on his property
