    All-way stop installations must meet the criteria in the Manual on Uniform Traffic Control Devices (MUTCD). This is a federal manual used by all fifty states to evaluate traffic control devices for streets open to public travel. I have reviewed the intersection of W. Cary St and S. Morris St and it does not meet the conditions set forth in the MUTCD for an all-way stop.
