- Staff · August 27, 2021M The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing a traffic signal. This is a federal publication that applies to all streets open to pubic travel. The crash history from DMV for the last seven years revealed three reported crashes. One happened during icy conditions. Two others were “rear end” type crashes. The intersection of Patterson Ave and Roxbury does not meet the MUTCD warrants for a new traffic signal.
