CITIZEN STATES THAT ITS TRASH AND DEBRIS IN THE ALLEY WAY BEHIND HER GARAGE DOORS, SHE HAS BEEN TRYING TO CUT THE GRASS, UNABLE TO CUT HER GRASS BECAUSE OF THE DEBRIS AND TRASH.
